Dubai - Pollution Prevention, Control and Reporting Requirements

The Port Customs & Free Zone Corporation (PCFC), Government of Dubai, issued a circular in June 2010 concerning requirements in the event of any spill/pollution incident taking place within DP World Ports water limits under PCFC jurisdiction. The UAE's Federal, Local and Port Regulations strictly prohibit:

(i) Any oil/chemical discharge into the marine environment, and

(ii) Unacceptable vessel exhaust and cargo vapour causing air pollution

Therefore, Members should ensure that appropriate/adequate spill/pollution prevention and control measures are strictly implemented to minimise the risk of a spill/pollution within UAE territorial waters. Any spill/pollution incident taking place within the DP World Ports water limits under PCFC jurisdiction must be reported immediately to the Port Control by VHF Ch: 69 or Ch16, or Tel: 04-8835251/ 8835326 and Emergency Control Centre Tel: 04- 8833111.

Failure to comply with these requirements can result in enforcement action and penalties under UAE/PCFC Regulations. The regulator and port operator reserve the right to undertake clean up activities without advising the port user or representatives; Every attempt will be made to advise port users or their representatives of clean up activities commencing, however, where contact cannot be made clean up works will continue to be undertaken. All costs for clean up shall be borne by the appropriate user or their representatives.
